Many sites involved in competition make supporters quilts or link buttons so that other fighters may use them to link to their site.  We will make an animated vote button.  Any animation you make is made up of same-sized frames, a group of several graphics that are pieced together to make the animation, kind of like the frames on a movie film.

This animated button will be made of 2 frames.  So you must make these two frames first before animating them.  I have created a tutorial for each frame, and then the third tutorial is for the animation.  And please note, that you may also use these tutorials to make an animated banner for your site.
